Search drops unavailable options instead of failing

Notion MCP search now returns partial results with a notices array instead of erroring when a plan doesn't support a filter or sort.
A Notion MCP search call that asks for a filter or sort a workspace's plan doesn't support no longer fails outright. A notion-search or notion-ai-search request like that used to return a validation_error; it now runs the supported part of the search and adds a notices array naming the dropped fields, with an upgrade link when one applies. Results can come back broader than requested and sorted by relevance.
- On a plan without multiple-teamspace search, if teamspace_id and filters.teamspace_ids point to different teamspaces, both are dropped.
- If dropping the unsupported options leaves no query and no supported filter, the call returns no results and a notice asking for a non-empty query or a supported filter.
- notion-ai-search content search on a plan without AI access now runs a Notion-only keyword search instead of returning an upgrade error, still reporting type: "ai_search", with a notice that connected sources weren't searched.
- A workspace with a billing restriction, such as an unpaid invoice, still gets a permission error asking a workspace owner to manage billing.
