Threshold billing is now enabled for Pro teams

Pro teams now get a mid-cycle invoice once on-demand usage hits a threshold, with the end-of-cycle invoice covering the remainder.
Pro teams on Vercel now receive a partial invoice mid-cycle once on-demand usage reaches a set threshold, instead of having all charges held until the end of the billing period. The partial invoice and the end-of-cycle invoice add up to total usage, so the same usage is never billed twice.
