Pull anomaly alert details using the Vercel CLI

Vercel's new `vercel alerts` command lists anomaly alerts and AI investigation results in the terminal, for Observability Plus.
The Vercel CLI can now pull anomaly alerts directly into the terminal. The new vercel alerts command lists alerts for a team or a given project, showing each alert's start time, type, and whether it's still active. Adding the --ai option includes the AI investigation results alongside each alert, so alerts can be reviewed and acted on without leaving the terminal. The feature is available on Observability Plus.
