Faster deploy times for large builds

Builds with 100+ Vercel Functions finish more than 50 seconds sooner, and the average build saves 410ms.
Vercel cut the time of the deploy step in its build process. Builds are faster by 2.8 seconds at P99, 760ms at P75 and 410ms on average, according to the changelog entry.
The gain is larger for projects with many Functions. Customers with 100 or more Vercel Functions see builds more than 50 seconds faster, and several have saved over 2 minutes.
