CLI deployment limits removed

Vercel drops CLI-specific deployment caps so local and CI/CD pipelines, including AI agents, can deploy without hitting a limit.
Vercel has removed its CLI-specific deployment limits, so deploying from a local machine or an external CI/CD pipeline no longer runs into a cap. Vercel says this gives teams and AI agents instant feedback and lets them deploy as often as their workflows need, as described in the release note.
