Block Vercel deployment promotions with GitHub Actions

Vercel can now hold a production deployment until chosen GitHub Actions pass, for any project linked to a GitHub repo.
Vercel now lets teams hold a production deployment until specific GitHub Actions finish successfully. Every deployment starts in preview, and with this check enabled, only builds that pass the selected Actions get promoted to production.
Deployment Checks are available for all Vercel projects connected to GitHub repositories, configurable from project settings. Full setup is covered in the docs.
