Search and filter for budgets now available

Personal, enterprise and organization budgets share one list, with user search also available to enterprises and organizations.
The Budgets and alerts page in GitHub billing settings now puts all budgets in one list, so personal account, enterprise and organization budget managers can find a specific budget without paging through the full list.
Search by scope, product or SKU
Budgets can be searched or filtered by scope, product or SKU. The Scope menu narrows the list to a single scope, such as organizations or cost centers.
Find budgets for specific users
Enterprises and organizations can also search by user. User-level budgets appear in the same list, including which budget applies to a specific user.
