Enforce GitHub Advanced Security configurations

A new enforcement option locks Advanced Security settings against overrides by organization owners, not just repository owners.

Enterprise administrators can now stop organization and repository owners from overriding GitHub Advanced Security configurations set at the enterprise level. Previously, enforcement only blocked repository owners from changing these settings; organization owners could still override them.

The "Enforcement" dropdown in a security configuration now offers three options: Don't enforce, Enforce for repository owners, or Enforce for repository and organization owners. Full details are in GitHub's announcement.
