Deprecation notice: All-platform CodeQL bundle

GitHub will remove the all-platform CodeQL bundle in mid-March 2027; switch to platform-specific downloads instead.

Starting with CodeQL CLI 2.27.0, GitHub has deprecated the all-platform CodeQL bundle (codeql-bundle.tar.gz and codeql-bundle.tar.zst), which packages binaries for every supported platform. The bundle will be removed in mid-March 2027. Anyone using it should switch to the platform-specific bundle for their operating system and architecture instead. Linux ARM64 binaries are only available as platform-specific downloads and will not be included in the all-platform bundle.
