Workspaces: Basic seat fallback: Update member accepts allow_downgrade_to_basic_seat

Workspace administrators must enable the fallback, which defaults to false and requires an available basic seat.
Workspace administrators in ElevenLabs can now unlock a user even when no seats of that user’s original type are available, provided a basic seat is available.
Enable the basic seat fallback
Set allow_downgrade_to_basic_seat to true when unlocking the user through the Update member endpoint. The user moves to a basic seat instead of the request failing. The option defaults to false, and only workspace administrators can call the endpoint.
