ElevenAgents: Structured procedures compile on save and publish

Integrations can drop separate compile calls, while invalid procedures return per-procedure errors.
Integrations using structured procedures in ElevenLabs no longer need to call a separate compile endpoint or manually update the generated workflow. The Update agent and Create agent draft operations now compile and validate those procedures automatically.
Validation on save and publish
Structured procedures define an ordered sequence of typed steps that an agent follows when a conversation matches a trigger. Saving an agent draft or publishing the agent rejects invalid procedures, with errors identifying the offending step by its path.
The October 5 update specifies that invalid procedures return per-procedure errors with HTTP 400 and the identifier procedure_validation_failed. Agents without structured procedures are unaffected.
Existing compile calls remain available
The Compile procedures endpoint is now marked legacy. Existing callers can continue using it, but new integrations should use the automatic compilation built into saving and publishing.
