Broadcast chat removal events for X Activity API

The X Activity API now sends broadcast.chat.remove events when a host or moderator removes a broadcast chat message.

Subscribe by User ID with the broadcast.read scope to receive real-time notifications for broadcasts that user owns. Each payload includes the broadcast_id and the removed message's message_id.
