# GitHub Enterprise now includes access to GitHub Copilot

By Steven Van · 2026-10-28

Copilot comes with GitHub Enterprise Cloud licences for account-team customers, with usage metered against the budget and Standalone seats at $10 a month.

Enterprises that work with a GitHub or Microsoft account team can now get [GitHub](<https://creatorstoolbox.com/tools/github>) Copilot included with GitHub Enterprise for every licensed user. The change was [announced](<https://docs.github.com/copilot/get-started/whats-changing-with-github-enterprise-and-copilot?utm_source=ghec-changelog-enterprise-access-docs&utm_medium=changelog&utm_campaign=universe-2026>) for GitHub Enterprise Cloud and is available from October 28, 2026. Admins now manage AI usage against the enterprise budget instead of tracking both seat counts and usage.

## How billing works

Under the new "Copilot access" model, users with a GitHub Enterprise Cloud license have no Copilot seat charge. Users without that license get the same access through Copilot Standalone at **$10 per user per month**. That fee covers identity, access, policy, security and administration controls.

Both options have the same features and models as Copilot Enterprise, subject to administrator policies and spending controls. Neither includes monthly AI credits per seat. Usage is metered from the first request against the enterprise budget, using existing policies, alerts and attribution. For comparison, Copilot Business is $19 per user per month with 1,900 pooled credits, and Copilot Enterprise is $39 with 3,900.

## What happens when the budget runs out

Code completion and next edit suggestions keep working with no budget available. Copilot Chat, Copilot code review and Copilot in the cloud need available budget. An exhausted budget never removes access: the seat and the features that don't need budget stay.

## Setup and limits

- Developers do not get access automatically. Enterprise owners must assign Copilot seats to members, enterprise teams or organizations, including users with a GitHub Enterprise Cloud license.

- An enterprise can mix Enterprise Cloud licence access and Copilot Standalone, but cannot combine Copilot access with Copilot Business or Copilot Enterprise seats anywhere in the same enterprise, including individual organizations.

- On GitHub.com, Copilot access uses the Copilot Enterprise endpoint. Firewall allowlists that permit only \*.business.githubcopilot.com need \*.enterprise.githubcopilot.com added.

- The AI credits paid usage policy in AI Controls is on by default and must stay enabled for credit-consuming features to work.

## Availability

Enterprises with an account team can set up a new enterprise on this model or transition an existing one by contacting sales. Transitions are voluntary, so Copilot Business and Copilot Enterprise customers do not move automatically, and transitions take effect on the first day of a month. Both existing plans remain available to buy.

Self-serve is currently unavailable. GitHub is opening it in stages and will share dates in the coming weeks, and current self-serve subscriptions are unaffected. Organizations on GitHub Free or GitHub Team and self-service Enterprise Cloud trials are not eligible.
