A smarter approach to AI cost controls: allocating spend by efficiency

Devin has new enterprise controls for allocating spend by each engineer's usage efficiency.

Efficiency Score rates recent usage based on estimated productive engineering hours relative to compute cost, with work volume also contributing. Devin Coach gives feedback before a prompt runs, such as suggesting a plan when design decisions are still open or a less expensive mode for a simple task.

Efficiency-based approvals can automatically raise limits for engineers graded Healthy or Satisfactory, up to an admin-set ceiling. Requests from other engineers go to an admin for review.
